i like the idea of extra-polated thought process. but in practical considering indian traffic standards ( include me ok ) for a while..
for the 3 light signals itself people are ( even educated people ) not on track. poor traffic regulation authority un-planned chaos roads leads to one-way. when ever there is a one-way that means there is mess and u can't track one-ways within city. because of gulitys, inter linked sandhu, people flow in ..
we have to just adhere strict traffice rules to sovles this simple. proper sign boards( by the govtment ), proper road quality maintence, proper approach and strict licensing policies , improved road culture and eduction are some of the refactoring mechansion rather than re-architecture the signals.
ok .. apart from politics lets build case for 4 signals against 3 signals
case context. Sample space an 1 hour average peak traffic in/out flow with 4 roads in juncation.
4 signals.
programmed transistion time : 2sec( Yellow to other signals vice versa )programmed wait time : 10sec programmed flow time : 15 sec
Assume there is an adhoc white signal for every 30mints to say 5 sec. which changes the entire cycle of 2, 10,15 cycle combination turns the waiting bucket people to doube depends on the in and outflow.
apply ur Linear Programming Logic, add ur soft , hard constraints to have an optimal solution.

great idea though it has its own problems. like for instance, imagine the traffic scene and movin the whole jammed vehicles to the left of the road on the signal of white! the signal would be clear by the time the way is made. instead one could always clear the signal immediately on the side where the ambulance or any such emergency service is on the move. that would be more feasible,don't you think?

This is a very unrealistic assumption. If this is the case, our laws/rules/safety precautions/people's common-sense/everything gets a severe beating & would require drastic reforms. :(

its based on the facts like
every second 3 kids born, every second there are X number of accidents hapening kind.
only assumption made is in that in the sample space road will that accident happen. and if u extrapolate the data u may get non-linear answer. infact i in simple terms i follow nithyas comment.

You gotto account the number of accident prone roads, the % of emergency in such cases & more importantly the number of traffic signals involved. :)

Sometime back I happened to notice an ambulance rushing towards the city. The driver, after struggling quite a bit to make his way through the traffic, finally made a u-turn and went back the way he came...sad isn't? or should I say pathetic?
Your white signal idea is cool indeed but you really think it would work? If you do, try the Hosur Road in Bangalore sometime. For people who've learned to ignore the blaring sound of the ambulance and the note of urgency associated with it, it wouldn't take much time to brush off a white signal (no matter how white u make it with surf or tide). shucks! I sometimes hate the place I live in, though am very much a part of it :(

Nope, I don' think this white signal would work for practical reasons. Yesterday, some VIP was passing thro' the busiest road in Hyderabad. Its near the CyberTowers. You know what the cops did? They switched off the Traffice lights & opened up that particular road for almost 15 minutes. There is a cross & all traffic in other roads were blocked. The VIP passed with ease. There were lot of escorts owing to naxals. But in the end, it all worked.
The same could be applied for Ambulances. This is the same as Nithya's. (see her 1st comment up)

Had been in Bangalore for several years (chk: http://thrattle.wordpress.com/2004/08/16/why-i-...). Its pathetic. :) There, white will be just white, colorless, casual, pale & emotionless.
